According to VA Municipal League, some localities will be harder hit by loss of federal funds. These include the Towns of Marion, Bluefield, Bedford, Wise, Tazewell, Culpeper, Pulaski, the County of Wise, City of Bristol, Town of Bridgewater, City of Martinsville, Galax.

In Emergency Committee mtg, VA Municipal League: "There is a palpable sense of anxiety." Cites the lack of clear information (he quotes one local official: "unclear, contradictory, and confusing"), and says that local governments don't know how to set their budgets.
