This bill would protect consumers from getting trapped in automatic renewal offers, where their credit card is automatically charged every month until they cancel. It would require that the service-provider display the terms of the offer in a clear and conspicuous manner, would prohibit the provider from charging consumers without their consent, and would require a clear and retainable cancellation policy.

Expungement of police and court records; plea agreements

HB556 expands consumer protections, by providing intervenor compensation, in proceedings involving public utilities before the SCC. This is how the NRDC funded their efforts in complex proceedings to establish Community Choice Aggregation. It allows non-profit intervenor groups to be compensated for their efforts on behalf of the public to work on energy issues with the State Commission Corporation. This would allow groups like the Virginia Sierra Club and the Southern Environmental Law Center to respond along with Dominion and Appalachian in state regulatory issues.

This bill prohibits any health care provider or licensed counselor from engaging in sexual orientation change efforts with children. Studies strongly show that gay children whose parents do not accept their sexual preference suffer higher rates of depression, suicide, and AIDS. There is no evidence whatsoever that a person's sexual orientation can be changed through therapy or any other means, and it is nothing but cruelty to put a child through such therapy.
