Call your delegate and urge them to support this bill which requires the State Corporation Commission to consider the environmental effects, including carbon emissions and impacts to health and welfare of citizens, in the construction and operation of any electrical facility.
Comments
Existing statutes prevent the SCC from imposing additional considerations on electrical utility facilities if valid permits have already been issued by other regulatory authorities.

This amendment allows the SCC to consider carbon emissions and health and welfare impacts, which reflect the true social and economic costs to Virginia, leveling the playing field to encourage investments in renewables. Carbon emissions create greenhouse gas build up in the atmosphere and lead to global climate change which has resulted in unprecedented storm ferocity and duration. This has produced massive flooding and destruction of property and threatens military installations in Hampton Roads.
